Even though they can be broken down into dozens or hundreds<br\/>of other components of an action plan, the 10 &#8220;commandments&#8221; presented<br\/>summarized in this article, form the basis of a roadmap for innovation in management<br\/>municipal. The order of presentation (1 to 10) implies a logical sequence of<br\/>practical implementation.
